School Plan description:
Naples Elementary's plan as determined by our committee is to purchase field Fm amplification systems for individual classrooms. We will also to apply to the Uintah Schools Foundation for matching monies to help purchase the systems.

Detailed description:
Naples Elementary's plan is to equip all classrooms with sound field FM amplification systems. With the Trustlands money for this year and money from Uintah Schools Foundation matching funds, the committee plans to purchase eight amplification systems for eight individual classrooms. At this point only four of our classrooms have the system, and 12 more are in need of the system. Amplification of the teacher's voice above the background noise so that students seated throughout the classroom can hear with equal clarity, has improved student attention, decreased distractions, and curtailed the need for repeated instructions. Research results show that teachers end the day more refreshed and the academic test scores of the students have increased over 1 standard deviation with the use of the sound system. Over a five-year period the number of students placed in LD programs had declined nearly 40%. Without sound field amplification normal hearing children achieved an average listening accuracy of 91% and children with hearing loss had an average of 81%. With sound field amplification, scores for both groups averaged 98%. Given above research findings Naples Elementary's test scores will increase with the installation of FM systems in the classrooms. Baseline data from this application will be compared to test results one year later to validate the use of FM systems. Our goal will be to improve current test scores. Parents will be notified of the FM systems being used with their children. Principal Sherrill F. Lamb, under the direction of the Trustlands Committee, will order and have installed the FM systems by September of 2000.

How academic improvement was measured
The school's previous principal indicated that the Woodcock-Johnson Psycho-Educational Battery Part II Reading and Math Battery and fall SAT-9 would be used to assess academic improvement. However, the Woodcock-Johnson is not administered to all students, and the SAT-9 is administered to third graders only. The true measure of the benefits of installing the FM sound-improvement systems, though, has been teachers' realization of students' ability to hear well during classroom teacher instruction time, thus boosting student academic performance.

Most successful part of the plan.
Students are now able to hear well during classroom teacher instruction time, thus boosting all students' opportunities to learn. Without the FM-systems, some students are not able to hear articulated speech in the classroom. The most exciting aspect related to the installation of the FM systems, has been the improvement in classroom climate during student learning time.

What did not work as well as expected.
We regret that the Woodcock-Johnson Battery was indicated by last year's committee, as the assessment tool for measuring student progress. Teachers do not administer this test to all students, and the staff does not feel that this is a practical measure for recording student progress resulting from the installation of the FM systems. We regret this inconsistency. We do believe, however, that teacher observations regarding improvements in student learning behaviors during instructional time, allow for the most realistic and informative feedback as to the student benefits of implementation of the FM systems.

The plan was publicized through an article in our local newspaper (The Vernal Express) and by way of our local radio station (KVEL 920).
